In order to help make that determination it is immensely helpful to display the non-printing characters (¶) by clicking the button bearing that symbol on the Standard Toolbar or by using the Command+8 keystroke. If the line is selectable there will be a mark on that line - either ¶ [indicating a paragraph break] or ↵ [indicating a line break]. These can be deleted by the same methods as deleting any other characters.

It could be a part of the Style used or it could have been directly applied, and it could represent either Line Spacing or Paragraph Spacing applied to the Rule para or to the bulleted para - I'm betting on the Rule:-) so try this first: With your insertion point in that para go to Format> Paragraph. If necessary, reset the Spacing After to 0 (or whatever you prefer) & confirm that Line Spacing is properly set (probably Single). Alternatively, you could modify the Style applied to that paragraph in order to reset the spacing values. By modifying the Style the adjustment will be applied wherever the Style has been used so you don't have to fix them one at a time. If that isn't where the problem lies move your insertion point into the bulleted para then check the settings for it - only your concern will be for Spacing Before rather than Spacing After. We are going to format the user input as it is being provided, thus having proper data when validated upon submit; when the request is being processed on the back-end; and in the resulting support ticket.
